Build on codepiction and other work (e.g. at Mindswap) to create a new vocabulary for describing parts of images

• consistent with existing work
• agreed-on by several implementers

for the w3photo application

• mix together various namespaces
• creatable and useable by different tools
• distributed development, making use of the expertise in the SWIG (Semantic web Interest Group) community
